What is a commercial rice mill plant and machinery?
A rice mill plant is a line of machines that turns paddy into milled rice. The paddy is first cleaned of impurities such as dust, stones and metal. A husker removes the husk, and a paddy separator splits husked rice from unhusked paddy so the paddy can go back for another pass. A whitener and a polisher take off the bran layer. A grader separates broken grains from whole ones, and a colour sorter can remove discoloured grains. Some plants add a parboiling section, where paddy is soaked, steamed and dried. Small commercial mills fit fewer steps into a compact set. Larger plants give each step its own machine. Husk and bran leave the plant as by-products.
This page covers commercial and industrial rice mills and plants for millers; household and hobby rice mills are not covered.
How diipl verifies rice mill plant and machinery manufacturers
diipl checks every rice mill plant and machinery manufacturer before a buyer meets them. Every seller is GSTIN verified and capacity audited. IEC and the certifications your product and market need (ISO, CE, REACH, BIS) are confirmed before any meeting; Certificate of Origin and EIC inspection are arranged per shipment where required.
For rice mill plant and machinery, the capacity audit also covers:
- A test run of the plant, or of a comparable plant at the factory, at rated paddy input with husking and milling results measured
- In-house fabrication, welding and machining of frames, hoppers, shafts and elevators
- Stock and quality checks for rubber rolls, whitening stones, sieves and screens
- Electrical panel assembly and testing of motors and starters before dispatch
- An erection and commissioning team that has set up plants of this kind before
We match your requirement to a manufacturer that has passed these checks and arrange a direct meeting.
Types of rice mill plant and machinery we cover
Indian rice mill plant and machinery manufacturers on the diipl bench build these commercial and industrial types.
| Type | Typical buyers |
|---|---|
| Mini rice mill | Village and small commercial millers, custom milling units |
| Two-stage sheller mill | Rural custom millers and mills replacing single-pass hullers |
| Integrated rubber roll sheller-huller mill | Small commercial millers handling raw and parboiled paddy |
| Multi-stage rice mill plant | Commercial millers and cooperative societies running larger mills |
| Parboiling section for boiled rice | Parboiled rice processors and mills serving parboiled rice markets |
Mini rice mill
A compact set made of a paddy cleaner, a sheller, a separator and a polisher. Shelling and polishing are kept in separate units, which gives control over the degree of polish and purer bran than a single-pass huller. A published note gives capacity as low as 500 kg of paddy per hour and says the mill can serve as a custom milling unit. Choose it for village or small commercial milling.
Two-stage sheller mill
A two-stage mill does hulling and polishing in separate steps. Rubber rollers remove the husk and the brown rice is then polished in a steel friction whitener. A published factsheet gives capacity of 0.5 to 1 tonne of paddy per hour, often used for custom milling in rural areas, with milling recoveries normally above 60 per cent. Choose it to replace an old single-pass huller.
Integrated rubber roll sheller-huller mill
A public research design in which a rubber roll sheller, an aspirator, a huller and a bran sifter sit on a common stand. A pre-cleaner with magnetic separator and an elevator feed it. It is rated at 400 to 500 kg of paddy per hour for raw and parboiled paddy, and gives purer bran and husk than a commercial huller. Choose it for a small mill that must handle both paddy types.
Multi-stage rice mill plant
A larger commercial mill passes the grain through a number of operations and machines. A published factsheet lists pre-cleaning the paddy, removing the husk, polishing or whitening the brown rice to remove the bran layer, separating broken grains from whole kernels, bagging and managing by-products. Choose it when you want higher quality and yield of white rice from paddy than a compact mill gives.
Parboiling section for boiled rice
A parboiling section is added when the mill must produce boiled rice. A raw and boiled rice mill project profile lists a paddy steaming plant and a steam boiler as items needed only for the boiled rice line, on top of the milling section. Its example plant is rated at 2.5 tonnes of paddy per hour. Choose it if your buyers want parboiled rice.
What to specify when buying a rice mill plant and machinery
A clear rice mill plant and machinery specification gets you comparable offers and a faster meeting. Share these points with diipl and we match them to the right manufacturer.
| What to specify | Why it matters |
|---|---|
| Rated paddy input per hour | Sets the size of every machine in the line. Ask for the rating at a stated paddy type and moisture, and compare it with your yearly paddy volume and the shifts you will run. |
| Paddy type and condition (raw or parboiled, grain length, moisture) | Roll settings, polishing and drying depend on the grain. State the varieties you mill so the maker sizes and tests the plant for them. |
| Cleaning section (pre-cleaner, magnetic separator, de-stoner) | A pre-cleaner with a magnetic separator removes magnetic and non-magnetic impurities before husking, so the later machines run on clean paddy. Ask which cleaning machines are in the scope of supply. |
| Husking section (rubber roll husker, centrifugal sheller or huller) | Rubber roll huskers are covered by the Indian Standard IS 11787. Ask for the husker type, roll size, how rolls are changed and the husking result at the test run. |
| Paddy separator | Splits husked rice from unhusked paddy so only husked grain goes on to the whitener. A published note says that using a paddy separator avoids the need for a high polish. |
| Whitening and polishing (type, number of passes, control of degree of milling) | Decides bran removal, grain look and broken rice. Rice polishers have their own Indian Standard, IS 9555. Ask how the degree of milling is set and held. |
| Grading (length grader and number of grades) | A length grader separates broken rice from whole grains so you can sell each grade. State the grades you sell and the length cut for each. |
| Colour sorter (if needed): throughput and defects to remove | Camera sensors and air ejectors remove defective grains such as black, yellow and chalky ones. State the grades you need and the throughput so the sorter matches the mill. |
| Parboiling section (if needed): soaking tanks, steaming vessel, dryer, boiler | Needed only for parboiled rice. Ask for the boiler capacity against your hourly input, the dryer type and the fuel it burns. |
| Head rice recovery and broken rice limit stated at the test run | These two figures decide what you earn from each tonne of paddy. Ask for them in writing for your variety and moisture, and witness the run. |
| Connected electrical load, motors, starters and control panel | Tells you the supply and transformer you need. Ask for the motor list, the starter type and the protection fitted in the panel. |
| Husk, bran and dust handling (aspirators, cyclones, conveying) | Husk and bran leave the plant as separate by-products. Good handling keeps them clean for sale or for use as boiler fuel, and keeps dust off the mill floor. |
| Wear parts and spares list (rubber rolls, whitening stones, sieves, screens) | These parts wear with use. Ask for a spares list, the expected life of each part and how fast the maker can supply them. |
| Layout, building height and foundation drawings, elevators and bins | Gravity and elevators move paddy between machines, so the plant needs height and a level floor. Get the drawings before you build the shed. |

HSN code and ITC-HS code for rice mill plant and machinery
Rice mill plant and machinery is classified under ITC-HS 84378020 (rice mill machinery), within HS subheading 843780 (machinery; for use in the milling industry or for the working of cereals or dried leguminous vegetables, other than farm-type machinery). The 6-digit subheading is the same in every country that uses the Harmonized System; the 8-digit ITC-HS line is the one India files.
Some machines on this page use a different line:
- 84371000 (machines for cleaning, sorting or grading seed, grain or dried leguminous vegetables) when the machine is a standalone cleaning, sorting or grading machine for paddy or rice and not a milling machine.
A parboiling or paddy drying plant sold on its own is heat treatment machinery under a different heading and is classified separately from the mill.
In India the GST HSN code and the export ITC-HS code come from the same nomenclature. A GST invoice needs only the first 4 or 6 digits, depending on your turnover; the export shipping bill carries the full 8-digit ITC-HS line. The classification is shown here; the applicable GST rate is not. Official source.

Your opportunity
Indian rice mill plant and machinery makers already ship this line abroad. diipl finds the markets where your machine can win and generates the verified buyers there.
A classification is a fact any lookup can give you. The correct code still does not tell you which countries are buying rice mill plant and machinery right now, what duty each of them charges on the Indian line, or whether that demand is growing or fading. Those answers come from trade data, not from a code table, and they decide whether a market is worth entering. diipl's free Market Research Report answers them for your machine.

Rice Mill Plant and Machinery: frequently asked questions
Who makes rice mill plants in India?
diipl does not publish manufacturer names. You tell diipl your requirement, such as paddy type and hourly capacity. diipl then matches a manufacturer that has passed GSTIN verification and a capacity audit, confirms its Importer-Exporter Code and the certifications your market needs, and arranges a direct meeting.
What should I specify when buying a commercial rice mill plant?
State the paddy type (raw or parboiled, grain length, moisture), the hourly paddy input and the sections you need: cleaning, husking, paddy separation, whitening, polishing, grading, colour sorting and parboiling. Ask for head rice recovery and broken rice limits in writing for your variety, plus the connected load, spares list and layout drawings.
Which standards or certifications apply to rice mill plants?
BIS publishes Indian Standards for rice milling machines, for example IS 12792 for mini rice mills. The compliance section lists the standards for rubber roller and centrifugal paddy dehuskers and for rice polishers. Ask the maker which of them its machines follow, and see the export certifications for the European Union.
What is the HSN code for rice mill plant and machinery?
Rice Mill Plant and Machinery is classified under ITC-HS 84378020 (rice mill machinery), within HS subheading 843780. Some related machines use a different line: 84371000 when the machine is a standalone cleaning, sorting or grading machine for paddy or rice and not a milling machine. A parboiling or paddy drying plant sold on its own is heat treatment machinery under a different heading and is classified separately from the mill. The export shipping bill carries this full 8-digit line; a GST invoice needs only its first 4 or 6 digits, depending on your turnover. Confirm the 8-digit line against your exact machine before you file.
Can Indian manufacturers export rice mill plants?
Yes, when the machine meets the rules of the destination region. For the European Union that means CE marking, which can only be affixed after testing and the conformity assessment procedure. Buyers abroad should also check the electrical supply, spares and remote support, and agree the Incoterm and packing. Before arranging a meeting, diipl confirms the manufacturer's Importer-Exporter Code and the certifications your market needs.
Which industries buy rice mill plants?
Commercial rice millers and parboiled rice processors are the main buyers. Cooperative societies that process paddy from member growers also buy them, as do custom milling units in paddy-growing areas. Older mills replace single-pass hullers with sheller and polisher sets. Small and medium millers in Africa form another segment.
I manufacture rice mill plants. How do I find verified buyers?
diipl researches which buyer segments and regions need rice mill plants, then runs outreach to them. Each buyer is verified for need, budget, authority and timeline before any introduction. diipl then arranges a direct meeting. Your name and contact details are never published.
How do I choose the capacity of a rice mill plant?
Capacity is quoted in tonnes of paddy per hour. Multiply the hourly rating by your shift hours and working days to see the yearly volume. One government-linked project profile for a raw and boiled rice mill uses 2.5 tonnes per hour, which it puts at about 9,000 tonnes a year on one 12-hour shift for 300 days. Ask the maker to rate the plant for your paddy and moisture.
What is the difference between a huller mill and a sheller mill?
A single-pass steel huller removes the husk and polishes in one step, which breaks many grains. A published factsheet puts its white rice recovery at 50 to 55 per cent, with head rice under 30 per cent of the milled rice. Two-stage sheller mills, with rubber rollers and a separate whitener, normally recover above 60 per cent.
Do I need a parboiling section in my rice mill plant?
Only if you sell parboiled rice. Parboiling soaks the paddy, steams it and dries it before milling, so it needs soaking tanks, steaming and a dryer. A published agricultural engineering study found that higher soaking temperature and longer soaking reduced white belly grains, and that steaming pressure and time also affected them. Ask the maker to size the boiler for your hourly input.
What happens to the husk and bran from a rice mill?
Husk and bran leave the plant as separate by-products. A published note says husk can be used in the particle board industry, and bran that is free of husk can be supplied to solvent extraction plants for edible rice bran oil after stabilisation. Ask the manufacturer how the plant separates husk and bran and how they are conveyed to storage.
