What is a commercial hand pallet truck?

A hand pallet truck is a low trolley with two steel forks that slide into a pallet. The operator works a pump handle to raise the forks a short way, just enough to lift the pallet clear of the floor, then pulls or pushes the truck by the same handle. A three-position lever on the handle sets the truck to raise, roll or lower. Inside the frame, a hand-driven hydraulic pump forces oil into a cylinder to lift the forks, and a valve lets the oil out to lower them. Load wheels sit under the forks and steer wheels sit at the handle end. It is made for smooth, level floors in warehouses, factories and loading bays.

This page covers commercial and industrial pallet trucks that are pushed by hand, from manual hydraulic models to scissor-lift ones; home-use carts are not covered, and trucks with a motor-driven wheel are powered pallet trucks, which are not covered here.

How diipl verifies hand pallet truck manufacturers

diipl checks every hand pallet truck manufacturer before a buyer meets them. Every seller is GSTIN verified and capacity audited. IEC and the certifications your product and market need (ISO, CE, REACH, BIS) are confirmed before any meeting; Certificate of Origin and EIC inspection are arranged per shipment where required.

For hand pallet trucks, the capacity audit also covers:

  • A rated-load test on the factory floor: the truck lifts the stated weight, holds it without sinking, and lowers it smoothly, while you watch
  • Fork and frame welds, fork straightness and wheel alignment, looked at before and after the load test with the factory's own gauges
  • The pump and valve unit working through raise, neutral and lower, the overload valve doing its job, and no oil weeping at the seals after the test
  • The paint, galvanising or stainless line on site, how the finish is checked, and the stock of seal kits, wheels and axles on the shelf
  • Several finished trucks of the same model checked side by side: wheels spin freely, the handle has no play and each truck tracks straight when loaded

We match your requirement to a manufacturer that has passed these checks and arrange a direct meeting.

Types of hand pallet trucks we cover

Indian hand pallet truck manufacturers on the diipl bench build these commercial and industrial types.

TypeTypical buyers
Standard hydraulic hand pallet truck (manual)Warehouses, factories, retail stores, cold stores and dispatch bays
Low-profile hand pallet truck (manual)Operators who move particularly low pallets or skids
Galvanised or stainless steel hand pallet truck (manual)Work areas with high moisture or corrosive air
Weighing hand pallet truck (manual)Goods-in and dispatch teams, packers and stock controllers
Manual scissor-lift pallet truck (hand pump)Press and conveyor feed stations and workbenches
Powered-lift scissor pallet truck (semi-electric lift)Workstations where the working height changes often

Standard hydraulic hand pallet truck (manual)

The everyday truck. A hand pump on the handle raises the forks a short way and the operator pushes the truck, so it has no motor and no battery. The choices are capacity, fork length, fork width and wheel type. Choose it for dock, store and shop-floor pallet moves on smooth, level floors where no low entry or special finish is needed.

Low-profile hand pallet truck (manual)

Same hand pump and hand push as the standard truck, but the forks are built to enter very low pallets. One maker lists a pallet entry height of 51 mm for a truck rated at 1500 kg. Choose it when your pallets or skids sit too low for a standard fork, and check the rated capacity of the low model against your heaviest load.

Galvanised or stainless steel hand pallet truck (manual)

A hand-pumped truck made to stand up to moisture and corrosive air. In one maker's galvanised version the chassis is hot-galvanised, the handle and pump body are cold-galvanised and the wheel axles and bearings are stainless; an AISI 304 stainless version is also offered, with a narrower choice of wheels and fork lengths. Choose it for high-moisture or corrosive areas where paint alone may not last.

Weighing hand pallet truck (manual)

A hand-pumped truck with a built-in scale, so a pallet is weighed as it is moved and no separate floor scale is needed. One maker lists a 2500 kg rating and a scale tolerance of 500 g, with an optional memory card and an optional printer. The scale itself is electric and needs charging. Choose it for goods-in, dispatch and stock checks. Check whether the scale is approved for trade before billing on its weights.

Manual scissor-lift pallet truck (hand pump)

A hand-pumped truck whose forks rise on a scissor frame to a working height instead of a short rolling height. One maker lists a rating of 1000 kg and a lift of about 800 mm, with supports that disengage the steer wheels at about 400 mm of lift to help prevent unexpected movement. It also works as a mobile work table. Choose it when operators should not bend to the pallet.

Powered-lift scissor pallet truck (semi-electric lift)

The same scissor frame as the manual model, but a battery-powered hydraulic system adjusts the fork height at the press of a button while the operator still pushes the truck by hand. One maker fits a 12 volt battery with an on-board charger and keeps the manual lift and lower functions. Trucks with a motor-driven wheel are powered pallet trucks and are not this variant.

What to specify when buying a hand pallet truck

A clear hand pallet truck specification gets you comparable offers and a faster meeting. Share these points with diipl and we match them to the right manufacturer.

What to specifyWhy it matters
Rated capacity and load centreA rating only holds at a stated load centre. One maker rates its manual truck at 2500 kg at a 600 mm load centre. Ask for both figures and size the truck above your heaviest pallet.
Fork lengthFork length should match the pallet you carry. One maker's standard fork is 1150 mm, with 800, 950, 1000 and 1220 mm as options, some in a limited range of wheels.
Overall width across the forksOverall width must suit the pallet openings and the aisles you work in. One maker lists an overall width of 450 to 685 mm in its manual range.
Lowered fork height and liftLowered height decides which pallets the forks can enter, and lift decides how far the load rides above the floor. One maker lists 85 mm lowered height with 115 mm of lift.
Load wheel and steer wheel materialWheel material sets rolling effort, noise and floor wear. One maker fits nylon wheels as standard, offers polyurethane and rubber steer wheels, and offers tandem or polyurethane load wheels as options.
Steering angleA wide steering angle helps in trailers and tight aisles. One maker lists steer wheels that rotate through a 200 degree range.
Overload relief valveThis valve guards the truck against damage from overloading. One maker fits an overload relief valve as standard and says the valve locks the forks when the maximum load is exceeded.
Quick liftQuick lift saves pumping on light loads. One maker lists it as an option and says loads of up to 200 kg reach full height in half the time. Ask whether it is fitted and its weight limit.
HandbrakeA handbrake holds the truck still when it is parked. One maker lists it as an option, so ask whether it is fitted or an extra.
Fork and frame buildFork and frame strength decide how long the truck lasts. One maker lists formed C-channel steel forks, cross braces and galvanised pins and shafts. Ask for the steel section and the weld method.
Finish for wet or corrosive areasPaint alone may not last in high-moisture or corrosive areas. One maker offers hot-galvanised and AISI 304 stainless versions, with limited wheel and fork length choices. Ask which parts are plated.
Pump valve cartridge and seal kitSeals and the pump valve are service parts. One maker tests its pump valve to over one million cycles and uses a replaceable valve cartridge. Ask for part numbers, stock and delivery time for the seal kit and cartridge.
Safety standard and test reportAsk which standard the truck was tested to, and for the report. ISO 3691-5 covers low-lift and scissor-lift pallet trucks on smooth, level, hard surfaces; it does not set the extra requirements for slopes or freezer and corrosive conditions.

HSN code and ITC-HS code for hand pallet trucks

Hand pallet trucks are classified under ITC-HS 84279000 (other trucks), within HS subheading 842790 (fork-lift and other works trucks; fitted with lifting or handling equipment, not self-propelled). The 6-digit subheading is the same in every country that uses the Harmonized System; the 8-digit ITC-HS line is the one India files.

In India the GST HSN code and the export ITC-HS code come from the same nomenclature. A GST invoice needs only the first 4 or 6 digits, depending on your turnover; the export shipping bill carries the full 8-digit ITC-HS line. The classification is shown here; the applicable GST rate is not. Official source.

A classification is a fact any lookup can give you. The correct code still does not tell you which countries are buying hand pallet trucks right now, what duty each of them charges on the Indian line, or whether that demand is growing or fading. Those answers come from trade data, not from a code table, and they decide whether a market is worth entering. diipl's free Market Research Report answers them for your machine.

Buying a hand pallet truck in India

  • Ask for a GST invoice that names the truck type, capacity and serial number, and check that it matches the model you ordered.
  • A hand pallet truck needs no foundation or commissioning. Do a test lift with the rated weight on your own floor, and check the forks lower smoothly and the lever works in all three positions.
  • Train operators on daily checks, on centring the load on the forks and on keeping to level ground. The truck is made for smooth, level floors, not slopes.
  • Ask for spares and service before you order: seal kit, wheels, axles and pump valve cartridge in stock, a service point within reach, and who repairs a truck that sinks or will not lift. One Indian maker advises a service round every six to twelve months.
  • Agree the dispatch date, the transport to your site and who unloads, and ask the lead time in weeks if you order in lots.
  • Get the warranty in writing, naming what is covered (pump, seals, wheels, forks) and what voids it, such as overloading or use on slopes.

Buying from Indian hand pallet truck exporters

  • Fix the Incoterm in writing (FOB and CIF are common) and say who pays for sea freight, insurance and unloading. Agree packing before the order: how many trucks go in each carton or on each pallet, with forks lowered and handles secured.
  • For the European Union, a truck that lifts loads falls under the machinery definition even when the pump is worked by hand, and pallet trucks are not on the higher-risk list. Ask for the CE mark, the EU declaration of conformity and the instruction manual.
  • For GCC buyers, ask the importer whether the Gulf edition of the pedestrian-truck safety standard is required, and send the test report that matches.
  • Send the importer's pallet type, pallet size and floor type in writing, with the heaviest pallet weight, so fork length, fork width, wheel material and lowered height suit their site.
  • Choose the finish for the sea voyage and the buyer's site: a powder-coated frame for ordinary dry floors, galvanised or stainless for wet or corrosive sites, and confirm which finish the truck on offer has.
  • Ship a seal kit and a spare wheel set with the first order and agree a remote routine for faults such as forks that will not lift or that sink. For a powered-lift scissor truck, confirm in writing that the charger matches the buyer's mains voltage and frequency.

Standards and certifications for hand pallet trucks

Hand Pallet Trucks for each market must meet that market's rules. diipl confirms the certifications your market needs before any meeting. Each requirement below links to its official source.

Indian standard or ruleWhat it coversOfficial source
IS 11496:1985General and performance test requirements of pallet truck and stillage truckThe title says it covers general and performance test requirements for pallet trucks and stillage trucks. BIS shows its status as Decision taken to Reaffirm and Archive, with a reaffirmation year of January 2025, and the page gives no scope text. Ask the maker whether the truck is tested to it and ask to see the test record.View source
Export requirementRegionWhat it meansOfficial source
CE marking of a hand pallet truck as machinery under Regulation (EU) 2023/1230European UnionThe Regulation defines machinery to include an assembly intended for lifting loads whose only power source is directly applied human effort, so a hand-pumped lifting truck falls under that definition. Annex I, the higher-risk list, does not name pallet trucks, so Article 25 points to internal production control (module A): the maker prepares the technical documentation, draws up the EU declaration of conformity and affixes the CE marking, and keeps the file for at least ten years. The declaration must be translated into the language the importing Member State requires. The Regulation replaces Directive 2006/42/EC when it applies. Ask to see the declaration.View source
EN ISO 3691-5:2015/A1:2020 (European edition of ISO 3691-5), pedestrian-propelled trucksEuropean UnionIt sets safety requirements and verification methods for pedestrian-propelled trucks, including low-lift pallet trucks and scissor-lift pallet trucks, used on smooth, level, hard surfaces. It does not set the extra requirements for severe conditions such as freezer use or corrosive air, or for use on slopes. Ask whether the truck was designed and tested to it and ask for the test report.View source
GSO ISO 3691-5:2024 (Gulf edition of ISO 3691-5)GCCGSO lists it as a current Gulf standard, based on ISO 3691-5:2014 and approved in 2024. Whether a given GCC market requires it at import depends on that market's own rules, so ask the importer before you ship.View source

Hand Pallet Truck: frequently asked questions

Who makes hand pallet trucks in India?

diipl does not list maker names. Tell diipl the capacity, fork length, wheel type and finish you want, and your yearly quantity. diipl then shortlists a factory with a verified GSTIN whose floor has been audited for this truck: a rated-load test, a look at fork welds and the overload valve, and the paint or galvanising line. Its Importer Exporter Code is checked for export orders, and a first meeting follows.

Which capacity, fork length and wheel type should I ask for?

Size capacity above your heaviest pallet and ask for the load centre it applies to. One maker rates its manual truck at 2500 kg at a 600 mm load centre, with a standard fork of 1150 mm and options of 800, 950, 1000 and 1220 mm. Nylon wheels are standard on that truck, with polyurethane, rubber and tandem load wheels as options. Match wheels to your floor.

Which standards or certifications apply to hand pallet trucks?

ISO 3691-5 is the safety standard for pedestrian-propelled trucks, and its scope names low-lift pallet trucks and scissor-lift pallet trucks. It applies to trucks used on smooth, level, hard surfaces. The European edition is EN ISO 3691-5:2015/A1:2020. The Indian and export rules for this truck are listed in the compliance section of this page. Ask the maker which standard it tests to and for the report.

What is the HSN code for hand pallet trucks?

Hand Pallet Trucks are classified under ITC-HS 84279000 (other trucks), within HS subheading 842790. The export shipping bill carries this full 8-digit line; a GST invoice needs only its first 4 or 6 digits, depending on your turnover. Confirm the 8-digit line against your exact machine before you file.

Can Indian manufacturers export hand pallet trucks?

Yes. A maker needs an Importer Exporter Code, a finish that survives a sea voyage, and the paperwork the buyer's region asks for. In the European Union a truck that lifts loads falls under the machinery rules and needs CE marking. GCC buyers may ask for the Gulf edition of the pedestrian-truck standard. Spare seal kits and wheel sets shipped with the order help the importer keep the trucks running.

Which industries buy hand pallet trucks?

One Indian maker lists warehousing and distribution centres, retail and supermarket inventory handling, cold storage and food processing units, manufacturing and assembly lines, airports and logistics hubs, and packaging and shipping stations. Dealers also buy them to stock and resell. Wet or corrosive areas suit a galvanised or stainless finish, and workbenches and press feeds suit a scissor-lift model.

I make hand pallet trucks. How do I find verified buyers?

diipl studies which buyers need hand pallet trucks and where: warehouse and logistics operators, cold stores, factories and dealers, in India and in export regions. It runs outreach to them and checks each one for a real requirement, a budget, a decision maker and a timeline before any introduction. Your company name and contact details stay off the website. Expect questions on rated capacity, fork options, finish and test reports.

Why will the forks not lift, or slowly sink?

One published operating manual links forks that will not lift to low hydraulic oil, dirty oil, air in the oil or a valve setting out of adjustment. Forks that sink by themselves point to dirty oil that stops the valve closing, air in the oil, worn seals or a valve out of adjustment. To expel air, set the lever to lower and pump the handle several times. Check wheels, axles, handle, forks and controls daily, lubricate moving parts, and leave repairs to trained people.

How often should a hand pallet truck be serviced?

One Indian maker recommends servicing every six to twelve months, depending on how intensely the truck is used. Ask the supplier to put the service round, the parts it covers and a spares list for seals, wheels and the pump valve in writing, so a service does not keep the truck off the floor for long.

What is the difference between a standard and a scissor-lift pallet truck?

A standard truck raises the pallet only enough to roll it, about 200 mm on one maker's range, and is rated at 2300 kg. A scissor-lift truck raises the pallet as high as about 800 mm, so it can serve as a work table or feed a bench, and is rated at 1000 kg in the same range. Choose scissor lift only when the load must be at working height.

Does a hand pallet truck rated above 2300 kg fall under the safety standard?

The scope of ISO 3691-5 names low-lift pallet trucks up to a rated capacity of 2300 kg. A 2500 kg or 3000 kg truck is above the figure in that scope. If you buy one, ask the maker how the higher rating was checked and ask for a load test report at your own capacity, not only the nameplate figure.
