What is a commercial paper making machine?

A paper making line turns fibre into finished paper in stages. A pulper breaks waste paper or pulp bales down in water, and cleaners, screens and a refiner clear the dirt and prepare the fibre. The stock leaves a headbox as a thin stream onto a moving wire, where water drains and a sheet forms. Presses squeeze out more water, dryer cylinders evaporate the rest, and a calender smooths the surface. A reel winds the web into a parent roll, and a winder or rewinder cuts it to the widths customers order. Converting machines, such as paper cup and plate machines, then form cut paper into tableware. Mills, board makers and converters run these machines.

Commercial and industrial lines for mills and converters are covered here; small hobby or home paper making kits are not.

How diipl verifies paper making machine manufacturers

diipl checks every paper making machine manufacturer before a buyer meets them. Every seller is GSTIN verified and capacity audited. IEC and the certifications your product and market need (ISO, CE, REACH, BIS) are confirmed before any meeting; Certificate of Origin and EIC inspection are arranged per shipment where required.

For paper making machines, the capacity audit also covers:

  • The machine shop's capacity to turn, bore and finish large dryer cylinders, rolls and frames, seen on the floor
  • Fabrication and weld inspection records for pulper tubs, chests and headbox parts
  • Balancing records for rolls and dryer cylinders, and a pressure test record for any steam-heated cylinder
  • A section or machine assembled in the workshop with its drive and control panel, test run before dispatch
  • For cup and plate machines, a timed run on the buyer's own coated paper, counting good cups or plates per minute at rated speed

We match your requirement to a manufacturer that has passed these checks and arrange a direct meeting.

Types of paper making machines we cover

Indian paper making machine manufacturers on the diipl bench build these commercial and industrial types.

TypeTypical buyers
Waste paper pulping lineRecycled paper, testliner and board mills
Paper machine for kraft, board, writing and printing paperKraft, duplex board, testliner and writing and printing paper mills
Tissue paper machineToilet roll, napkin, facial tissue and towel makers
Reel and winderPaper and board mills
Paper cup making machineCup makers and food-service packaging units
Paper plate making machineMakers of disposable paper plates

Waste paper pulping line

A pulping line opens bales, breaks the paper down in a pulper, removes heavy dirt with high-density cleaners, screens the stock with pressure screens and refines the fibre before the approach flow. One maker lists low-consistency pulpers at 4 to 5 percent consistency, high-consistency pulpers at 15 to 16 percent and drum pulpers at 15 to 18 percent. Choose by the waste paper grade and the daily tonnage.

Paper machine for kraft, board, writing and printing paper

The machine runs from headbox and forming wire through presses, dryers, a calender and a reel, with an online quality control system that measures basis weight, moisture and caliper. One maker lists 30 to 1,200 tonnes per day, speeds up to 1,200 metres per minute and widths up to 10 metres, with single, double, triple and multi-wire forming. Choose the wire layout by grade: more wires for duplex and board.

Tissue paper machine

A tissue machine forms a light sheet on a crescent former and dries it on a large Yankee cylinder, and a pope reel then winds the parent roll. One maker lists 5 to 100 tonnes per day, Yankee cylinders 12 to 16 feet across and speeds from 500 to over 1,500 metres per minute. A rewinder and embosser then make finished rolls. Choose by daily tonnage and the products you plan to sell.

Reel and winder

A winder is a critical part of a paper line and directly affects roll quality and efficiency. Two-drum winders suit grades that tolerate high nip loads, such as linerboard and corrugating medium. In board making, nip loads that are too high are a main reason for losing bulk, and belt-supported winding is used for demanding grades such as coated board. Choose by grade, web width and parent roll size.

Paper cup making machine

A cup machine forms coated paper blanks into cups. An ultrasonic heater seals the side wall, the cup bottom is heated and knurled, and a PLC control with sensors stops the machine on a fault. One listed model makes 6 to 22 ounce cups at 120 to 150 cups per minute on 140 to 350 gsm paper coated on one or two sides. The buyer supplies the air compressor.

Paper plate making machine

A plate machine presses a flat paper blank between a male and a female mould. One listed model has two stations that work independently, so it can make two plate designs at once, at 120 plates per minute on 100 to 800 gsm paper and blanks of 5 to 12.5 inches. Choose by plate sizes, number of stations and the press drive.

What to specify when buying a paper making machine

A clear paper making machine specification gets you comparable offers and a faster meeting. Share these points with diipl and we match them to the right manufacturer.

What to specifyWhy it matters
Paper grade and basis weight rangeName the grade: kraft, duplex board, writing and printing, or tissue. One maker lists poster paper at 50 to 120 gsm and sets the forming section by grade, so the grade decides the machine layout.
Rated tonnes per day on your own raw materialAsk for tonnes per day in writing for your own furnish and grade, shown in a timed run. One maker lists paper machines from 30 to 1,200 tonnes per day.
Deckle width and finished trim widthAsk for both widths in writing so the winder and any sheeter are sized to match. One maker lists machines with widths up to 10 metres.
Design speed and operating speedOne maker lists speeds up to 1,200 metres per minute. Ask for the speed your grade and basis weight will really run at, not only the design maximum.
Number of wires in the forming sectionSingle wire layouts are listed for special grades, tissue and kraft. Double, triple and multi-wire layouts are listed for kraft, duplex and board grades. Pick the layout from your grade and ask for the headbox type.
Pulper type, consistency and tonnageLow-consistency pulpers run at 4 to 5 percent, high-consistency pulpers at 15 to 16 percent and drum pulpers at 15 to 18 percent. Match the type to your waste paper grade and ask for tonnes per day.
Cleaning and screening orderHigh-density cleaners are listed at 3 to 4.5 percent consistency. Ask for the order of cleaners and screens in the line and how rejects leave the pulper and the screens.
Refiner type and powerRefining prepares fibre for bonding and sets sheet strength, opacity, smoothness and drainage. One maker lists twin disc refiners from 50 to 600 tonnes per day and conical refiners from 30 to 300. Ask for kilowatts at your tonnage.
Press and dryer sectionOne maker states a shoe press raises sheet dryness from 48 to 54 percent and cuts steam use by 15 to 20 percent. Cast iron dryers are listed up to 7,000 mm wide. Ask for steam use per tonne.
Control system and quality scannerAsk whether a distributed control system and an online scanner for basis weight, moisture and caliper are included, and which readings they log for online monitoring.
Reel type and winder typeAsk for the reel, the winder type (two-drum or belt-supported), the parent roll width and diameter, and the nip load. In board making, nip loads that are too high are a main reason for losing bulk.
Tissue line: Yankee size and rewinderTissue machines are listed with crescent formers, Yankee cylinders 12 to 16 feet across, and a rewinder and embosser for finished rolls. Ask for the Yankee size, hood heating and the number of plies the rewinder handles.
Cup machine size range, speed and driveOne maker lists ten cup machine models from 2 to 32 ounce at 100 to 180 cups per minute, some servo driven, some cam driven. Ask for the sizes you sell, the speed on your paper and the drive type.
Plate machine power, air and press driveOne two-station plate machine lists 13 kW, 380 to 400 volts and compressed air at 6 to 8 bar. Ask for the same three figures for your model, and whether its press is hydraulic, mechanical or pneumatic.

HSN code and ITC-HS code for paper making machines

The code for paper making machines depends on which stage of paper making or converting the machine does, because pulping lines, paper machines, tissue machines, separate winders, cup machines and plate machines fall in different lines, and no official text settles the line for paper cup machines and paper plate machines. Choose the line that matches your machine:

  • 84391000 (machinery for making pulp of fibrous cellulosic material) when the machine or line makes pulp from waste paper or other fibre and is sold on its own, not as part of a complete paper making plant.
  • 84392000 (machinery for making paper or paperboard) when the machine is a paper machine or a tissue machine, or a complete paper making plant that includes its pulping and stock preparation, sold as one unit.
  • 84212900 (other, within subheading 842129: machinery; for filtering or purifying liquids, n.e.c. in item no. 8421.2) when a centrifugal cleaner for paper stock is sold on its own and not as part of a pulping line.
  • 844110 (machines; cutting, of all kinds, for making up paper pulp, paper or paperboard) when the machine is a separate slitter winder or other cutting and rewinding machine for finished paper, including one supplied on its own to complete a paper machine line.

The tariff splits paper machinery by stage: machinery for making pulp, machinery for making paper or paperboard, and a separate heading for machinery that makes up finished paper into articles. A pulping line sold alone, a paper machine and a tissue machine fall in the first two subheadings of the paper machinery heading, while machines that cut and rewind finished paper fall in the making up heading. Cup and plate machines also read as making up machinery on the heading text, but no official text was found that settles their line. A winder or reel belongs to the paper machine only when it is delivered as part of it.

In India the GST HSN code and the export ITC-HS code come from the same nomenclature. A GST invoice needs only the first 4 or 6 digits, depending on your turnover; the export shipping bill carries the full 8-digit ITC-HS line. The classification is shown here; the applicable GST rate is not. Official source.

A classification is a fact any lookup can give you. The correct code still does not tell you which countries are buying paper making machines right now, what duty each of them charges on the Indian line, or whether that demand is growing or fading. Those answers come from trade data, not from a code table, and they decide whether a market is worth entering. diipl's free Market Research Report answers them for your machine.

Buying a paper making machine in India

  • Ask for a GST invoice that splits the machine, the spares and any civil or erection work, and state who pays for freight, insurance, installation and commissioning.
  • Most Indian paper is made from recycled fibre, so ask how the pulping, cleaning and screening line handles your waste paper grade and its dirt.
  • Get the foundation drawings, the load of each section and the utility list for steam, water, compressed air and power from the maker before civil work starts, and check effluent treatment needs with the state pollution control board.
  • Agree a first-year spares list: wires, felts, doctor blades, refiner plates, bearings and drive parts. Ask where each part is stocked and how fast it can be sent.
  • Plan operator and shift in-charge training before the trial, and make the trial run your own grade up to the rated tonnage.
  • Indian makers mainly supply small and medium paper and board machines for recycled fibre or market pulp, so ask for site references of a similar size and grade.

Buying from Indian paper making machine exporters

  • Settle the Incoterms in the contract, including who books sea freight for heavy dryer cylinders and rolls and who sends erection supervisors.
  • Importers of paper machinery usually ask for the Certificate of Origin, a packing list by machine section, and drawings and manuals in English.
  • Match the voltage, frequency and phase of the drives and panel to the site in writing, and confirm the steam pressure and fuel for the dryers.
  • For the European Union, ask the maker which safety standards for paper making and finishing machines the design follows and who signs the declaration of conformity.
  • Ship a commissioning spares kit with the machine and agree remote support for the control system and visits by erection engineers.
  • Rolls, cylinders and headbox parts need crates with rust protection for sea freight, with each crate marked by machine section.

Standards and certifications for paper making machines

Paper Making Machines for each market must meet that market's rules. diipl confirms the certifications your market needs before any meeting. Each requirement below links to its official source.

Indian standard or ruleWhat it coversOfficial source
Food Safety and Standards (Packaging) Regulations, 2018Food Safety and Standards (Packaging) Regulations, 2018 (FSSAI notification dated 24 December 2018)Regulation 4(1)(c) says the paper used to make boxes, cartons, plates, cups and paper lids that touch food must be food grade and free from contaminants. It concerns the paper a cup or plate maker feeds into the machine, not the machine itself.View source

Paper Making Machine: frequently asked questions

Who makes paper making machines in India?

diipl keeps maker names off this page. Share your grade, daily tonnage and sheet width, and diipl shortlists a workshop whose GSTIN is verified and whose capacity has been audited on site, checks its Importer Exporter Code and the safety papers your market asks for, and sets up a meeting. For paper machinery the audit looks at whether the shop can machine and balance large dryer cylinders and rolls.

Which tonnage, deckle width and speed should I ask a paper machine maker for?

Start from your grade and daily tonnage, then fix the deckle width and design speed. One maker lists paper machines from 30 to 1,200 tonnes per day, widths up to 10 metres and speeds up to 1,200 metres per minute, with wire layouts set by grade. Ask for rated tonnes per day on your own furnish, shown in a timed run.

Which safety standards apply to paper making machines?

In the European Union, EN 1034-1 sets common safety requirements for paper making and finishing machines and is used with a part for each machine type, such as EN 1034-16 for paper and board machines and EN 1034-4 for pulpers. It does not apply to paper converting machines. The Annex I lists of higher-risk machinery in Regulation (EU) 2023/1230 name no paper making or paper converting category.

What is the HSN code for paper making machines?

The code for paper making machines depends on which stage of paper making or converting the machine does, because pulping lines, paper machines, tissue machines, separate winders, cup machines and plate machines fall in different lines, and no official text settles the line for paper cup machines and paper plate machines: 84391000 when the machine or line makes pulp from waste paper or other fibre and is sold on its own, not as part of a complete paper making plant; 84392000 when the machine is a paper machine or a tissue machine, or a complete paper making plant that includes its pulping and stock preparation, sold as one unit; 84212900 when a centrifugal cleaner for paper stock is sold on its own and not as part of a pulping line; 844110 when the machine is a separate slitter winder or other cutting and rewinding machine for finished paper, including one supplied on its own to complete a paper machine line. The export shipping bill carries the full 8-digit line and a GST invoice its first 4 or 6 digits, depending on your turnover, so confirm the line for your exact machine before you file. The HS code finder lists every 8-digit line.

Can Indian manufacturers export paper making machines?

Yes. A trade-press interview with one Indian maker describes a turnkey contract for a multiwire kraft mill awarded in the GCC, and machines already supplied in Africa. Exporters should plan the crating of heavy sections, the spares kit and the safety papers of the destination region before they make an offer.

Which industries buy paper making machines?

Kraft, duplex board, testliner and fluting medium mills buy paper machines, and recycled fibre mills buy pulping lines and small or medium paper and board machines. Tissue makers buy tissue machines with rewinders. Converters buy cup and plate machines to make food-service ware from coated paper.

I manufacture paper machines. How do I find verified buyers?

diipl studies which kinds of mills and which regions are adding or replacing capacity for your type of machine, reaches them through its own outreach, and speaks to each one to confirm a real requirement, funds, a decision maker and a purchase date. For paper machinery it also checks the grade, tonnage and whether the mill wants a new machine or a rebuild. Nothing about your workshop appears on a public page.

How do I choose between a servo driven and a cam driven paper cup machine?

Makers list both. One maker lists ten cup machines from 2 to 32 ounce at 100 to 180 cups per minute, and the models at the top speed of 180 cups per minute appear in servo driven and cam driven forms. Choose by the cup sizes you sell, the speed you need and the service skills at your plant, then ask for a timed run on your own coated paper.

What does a waste paper pulping line include?

A line usually starts with a bale breaker and a pulper, then a ragger or rope cutter, a junk separator, high-density cleaners, pressure screens, finer cleaners, a refiner and an approach flow system. One maker lists low-consistency pulpers at 4 to 5 percent consistency and high-consistency types at 15 to 16 percent. Pick the equipment by the grade you recycle.

What does a tissue rewinder do and what sets its output?

A tissue rewinder sits between the tissue machine and the converting plant. It combines mother reels, slits them, or does both, so the reels match the finished product. Web width, basis weight, density and mother reel size all affect output, and more plies need more unwind stands and mother rolls from the tissue machine.

What power, air and paper does a paper cup machine need?

One listed cup machine uses 10 kW, is advised to run on a 380 volt three-phase supply, needs compressed air at 0.4 MPa and about 0.6 cubic metre per minute, and takes 140 to 350 gsm paper coated on one or two sides. The buyer supplies the air compressor. Check your site supply and compressor size before you order.
